*Impeachment in the Constitutional Order *with Jeffrey Tulis, Professor, 
Department of Government, University of Texas at Austin **

/In 1998 President Bill Clinton was impeached by the U.S. House of 
Representatives. Thereafter, the U.S. Senate voted not to remove him 
from office. Today, a decade after Clinton's impeachment, some in 
Congress are recommending that President George W. Bush be impeached. 
 Constitutionally, under what conditions ought a president to be 
impeached? Is there a constitutional perspective on impeachment that 
transcends partisan politics and present-day debates? If so, what does 
it suggest about the Clinton case and the Bush controversy?/

*Penn Dems/College Republicans Debate*

/Topics include energy/environment, the economy, foreign policy 
(includes Iraq war), and domestic policy.  The debate will be moderated 
by College Republicans President Zac Byer and Penn Democrats President 
Lauren Burdette.  There will be an opportunity for audience members to 
ask questions after each topic area.  Debaters for each side will be 
announced in the next week./

*Paid summer position in Washington, D.C.*
Dates: May 15 - August 1
Part time opportunity -- Program assistants for the Fels Summer Program 
will assist with the variety of mentoring, speaking, and social events 
offered to the approximately 250 Penn students who will be living and 
working in Washington this summer. Program assistants will report to the 
Director of Penn in Washington, and will be expected to manage much of 
the logistics of meetings and events. Students should have some 
familiarity with Washington, but more importantly should be independent 
thinkers, with strong communication and organization skills, and above 
all should be positive and enthusiastic. This is an excellent 
opportunity to meet a range of professionals in the field of public 
policy. As hours are limited to late afternoon and evening two to three 
nights a week, might be combined with another internship with flexible

*Third Way***

Dates: June-August, full time.  Pay is $1000 per month.

Third Way's Internship Program introduces highly motivated *graduate or 
law students*, with an interest in policy analysis and development, to 
the process of advancing a 21st century progressive agenda. In addition 
to their day to day tasks, interns will gain hands-on experience working 
closely with Third Way's senior management team, which has extensive 
political, communications, and policy experience, forged at every level 
of government and advocacy: the White House, federal agencies, the House 
and Senate, presidential campaigns, and national non-profit advocacy 
organizations.  Interns may be asked to write research memoranda, assist 
in the drafting of policy briefs used for presentations to staff and 
members on the Hill, and help to organize and attend briefings, events 
and press conferences. Applications are accepted on a rolling basis. You 
may apply for the following sessions: Summer (June- August), Fall 
(September- December), or Spring (January- May). Third Way's three 
program areas are National Security, Culture, and Middle Class 
Economics. Applicants should designate their order of preference in

*City Hall Fellows*

City Hall Fellows is hiring 2 Local Program Coordinators (one in Houston 
and one in San Francisco).  We're looking for self-starting, creative, 
entrepreneurial, high-energy, well-organized people with 5+ years of 
experience in the relevant city (preferably within the government, at a 
non-profit or in higher education) to manage all of the day-to-day 
aspects of the local fellowship program. The successful candidates will 
be passionate about changing the world, enjoy mentoring young adults, be 
detail-oriented, enjoy working independently outside of a traditional 
office environment, and be able to comfortably "speak the language" of

*Internship with Congressman Tierney*

Congressman Tierney is a Democrat representing Boston's North Shore and 
communities including Salem, Lynn, and Peabody.  He serves on the 
Education and Labor Committee, Select Intelligence Committee, and 
Committee on Oversight and Government Reform, where he is Chairman of 
the National Security Subcommittee.  Preference is given to residents of 
the Sixth District, or those attending colleges or universities within 
the District.  All positions are unpaid, though many interns are 
eligible to receive academic credit from their college or university for 
their work.  Interns should be prepared to work a minimum of sixteen 
hours a week. To be considered for a position, applicants should submit

up-to-date resume, a letter of recommendation and one writing sample. We

*The Campaign Finance Institute (CFI)*

The Campaign Finance Institute (CFI) has openings for part and full-time 
Research Assistant positions. We are looking for graduate students, 
preferably in political science or public policy programs, with strong 
research and writing skills and appropriate course work.  The strongest 
candidates will have completed some relevant course work and possess 
experience with database management and/or spreadsheets. Additional 
responsibilities will include preparing written documents and assisting 
with CFI's meetings and public events on Capitol Hill, the National 
Press Club and other well-known venues.  The pay range is $13-$17/hour, 
depending on the successful candidate's skills and experience.  Hours 
are flexible to meet academic scheduling throughout the semester. Those 
applicants interested in employment for the next year can start 
immediately or in August depending on their schedule. The office is 
conveniently located near the Farragut North and West metro stops. To

*Washington** Semester Program*

The Washington Semester Program (WSP) operates in many respects like a 
semester abroad and offers Penn students an opportunity to learn from 
first-hand experience in political and governmental processes at 
internships of their choosing while taking courses taught by Penn 
faculty in the nation's capital. Although designed primarily to fit the 
needs of social science majors, the WSP may be suitable also for science 
and humanities majors with a serious interest in public policy,
